From Behavioural to Constructivist Learning Environments: The Problems of Building a New Teacher Education in India

Indian teacher education is standing at an important psychological and pedagogical

crossroads. For decades, teacher preparation has largely operated within a transmission-oriented framework in which the teacher is trained to explain, organise, control and evaluate, while the learner is expected to listen, practise, reproduce and perform. Behavioural approaches have contributed significantly to educational psychology by demonstrating the importance of reinforcement, feedback, observable behaviour, practice and systematic instruction. Yet the contemporary classroom is increasingly demanding something more: learners who can question, interpret, collaborate, solve unfamiliar problems, regulate their own learning and construct knowledge.

The movement from behavioural to constructivist learning environments should therefore not be understood as the simple replacement of one theory by another. It is a transformation in the very conception of what teaching means, what learning means and, most importantly, what it means to be a teacher.

The challenge for India is that teacher education has to prepare teachers for a constructivist classroom while many teachers themselves have been educated within traditional, examination-centred and teacher-dominated environments. This produces a fundamental paradox: we expect teachers to create learning environments that they themselves may never have experienced.

The behavioural tradition remains an important part of educational psychology. The work of B. F. Skinner demonstrated how reinforcement, feedback and environmental contingencies influence observable behaviour. Behavioural principles have legitimate applications in classroom management, skill acquisition, habit formation and structured practice. A child learning multiplication tables, developing handwriting fluency or acquiring a particular procedural skill may benefit from repetition, immediate feedback and reinforcement.

The problem begins not with behaviourism itself but with behaviourism becoming the dominant philosophy of learning.

Teacher education occupies a peculiar position in the Indian education system. Every educational reform ultimately depends on teachers, yet the institutions responsible for preparing those teachers often receive far less public scrutiny than schools, universities or competitive examinations. Among the most contentious developments has been the rapid expansion of private B.Ed. colleges. While private institutions have helped expand access to teacher education, the proliferation of poorly regulated or commercially driven colleges has raised serious questions about academic quality, professional ethics, practicum, faculty development and the very meaning of becoming a teacher.

The issue should not be framed as private versus public. There are well-functioning private institutions with committed faculty, adequate infrastructure and meaningful teacher preparation. There are also public institutions that face serious challenges. The real issue is quality, regulation, accountability and professional integrity.

The problem begins when a B.Ed. programme is treated primarily as a credential to be obtained rather than as a rigorous professional formation process.

A teacher is expected to understand child development, educational psychology, curriculum, assessment, inclusive education, classroom management, pedagogy and the social purposes of education. A teacher must also learn to observe learners, identify misconceptions, design learning experiences, assess progress and respond to individual differences.

A certificate alone cannot produce these competencies.

Yet in some private B.Ed. colleges, the educational experience can become disproportionately focused on attendance, internal marks, paperwork and completion of examinations. When this happens, the B.Ed. degree risks becoming a credential rather than a professional education.

This is perhaps the most fundamental problem.

Teacher education is not equivalent to obtaining another academic qualification.

It is preparation for a profession that directly influences the cognitive, emotional and social development of children.

The implications of weak teacher preparation therefore extend far beyond the college campus.

A poorly prepared medical graduate may make mistakes with one patient.

A poorly prepared teacher can influence hundreds or thousands of students over an entire career.

The social consequences are therefore enormous.

One of the most serious concerns is the commercialisation of teacher education. When an institution's financial survival depends heavily on student enrolment and fee collection, there can be an institutional temptation to prioritise admission numbers over academic selectivity.

The danger is not that private institutions charge fees. Institutions require financial resources to function.

The danger arises when the economic model begins to dominate the academic mission.

If a B.Ed. seat becomes primarily a commodity, the student may gradually become a customer, the teacher educator a service provider and the degree a product.

This transforms the psychological relationship between learner and institution.

Instead of asking, “What professional competencies are you developing?”, the institutional culture may implicitly ask, “Have you completed the requirements necessary to receive the degree?”

That distinction is critical.

Another problem concerns faculty quality and stability.

Teacher education requires specialised academic expertise. A teacher educator should ideally possess not only disciplinary knowledge but also familiarity with educational research, contemporary pedagogy, educational psychology, curriculum studies, assessment and classroom practice.

Where faculty recruitment is weak, unstable or primarily compliance-oriented, the quality of teacher preparation suffers.

The problem becomes particularly serious when institutions operate with faculty arrangements that satisfy formal requirements on paper but provide limited opportunities for sustained academic engagement.

A healthy teacher education institution should have an intellectual culture.

Faculty should discuss research.

Students should encounter contemporary scholarship.

Seminars should generate debate.

Teaching practice should be analysed.

Action research should be encouraged.

Student-teachers should be exposed to educational innovations.

Without such an academic environment, the B.Ed. programme can become procedural rather than intellectual.

When education is reduced to stimulus, response and reinforcement, the learner's internal cognitive world can become invisible. The teacher may ask whether the student gave the correct answer without asking how the student arrived at that answer.

A student may correctly solve a mathematical problem through memorisation.

Another may solve it through conceptual understanding.

A behavioural assessment may record both as successful.

A constructivist perspective asks a deeper question: What cognitive structure has the learner constructed?

This distinction marks the transition towards cognitive and constructivist approaches.

Jean Piaget shifted attention towards the learner's active construction of knowledge. Lev Vygotsky emphasised social interaction, language and cultural mediation. Jerome Bruner highlighted discovery, representation and the structure of knowledge. David Ausubel emphasised meaningful learning and the importance of prior knowledge. These perspectives collectively transformed the learner from a passive recipient into an active meaning-maker.

For teacher education, the implications are enormous.

A teacher trained primarily to deliver information may believe that successful teaching means explaining clearly. A constructivist teacher recognises that clear explanation does not automatically produce understanding.

The learner must connect new information with prior knowledge.

The learner must interpret it.

The learner must test it.

The learner must sometimes encounter contradiction.

The learner must reorganise existing cognitive structures.

Consequently, teacher education must move beyond the question, “How do I teach this topic?” towards a more sophisticated set of questions:

What does the learner already know?

What misconception might the learner possess?

What experience could challenge that misconception?

What kind of scaffolding is necessary? How will I know whether genuine understanding has occurred?

This represents a transformation from instructional delivery to learning design.

Yet implementing this transformation in Indian teacher education is far from easy.

One of the most significant problems is the theory-practice divide. Teacher education programmes often expose student-teachers to theories of constructivism, inclusive education, experiential learning, educational psychology and learner-centred pedagogy. However, theoretical knowledge does not automatically translate into classroom practice.

A student-teacher may write an excellent examination answer about Vygotsky's Zone of Proximal Development while conducting a lesson in which every question has one predetermined answer.

The student-teacher may understand constructivism intellectually but reproduce traditional pedagogy behaviourally.

This is a profound problem because teachers often teach according to the pedagogical culture they experienced as students.

A future teacher who spent years in classrooms where the teacher spoke and students copied may unconsciously reproduce the same structure.

Thus, teacher education is not only about what prospective teachers learn; it is also about what they experience.

If teacher education is to create constructivist teachers, teacher education itself must become constructivist.

The teacher educator should not simply lecture about learner-centred education.

The student-teachers should experience inquiry.

They should investigate educational problems.

They should design lessons.

They should analyse classroom cases.

They should debate theoretical positions.

They should conduct action research.

They should receive formative feedback.

They should reflect on their own assumptions.

In other words, the pedagogy used to teach teachers must model the pedagogy teachers are expected to use with children.

Another problem is the persistence of examination-oriented teacher education. If prospective teachers are evaluated primarily through written examinations, they naturally learn to reproduce theoretical descriptions rather than demonstrate pedagogical competence.

A teacher may memorise definitions of constructivism, experiential learning and formative assessment without necessarily being able to design a constructivist lesson.

This is an assessment problem.

Teacher competence cannot be fully captured by conventional written examinations.

A future teacher should be assessed through multiple forms of evidence: lesson design, classroom observation, reflective journals, teaching demonstrations, portfolios, action research, student engagement, diagnostic assessment and the ability to adapt instruction.

The teacher education system therefore needs to move towards authentic assessment.

A teacher's competence should not be determined merely by whether the teacher can describe good pedagogy.

The more important question is whether the teacher can enact good pedagogy.

This distinction between knowing about teaching and knowing how to teach is fundamental.

Another challenge is teacher educator preparation.

Constructivist teacher education requires teacher educators who themselves understand contemporary learning sciences. However, pedagogical transformation can become superficial if teacher educators continue to rely predominantly on lecture-based transmission.

There is an uncomfortable irony when a teacher educator spends an entire semester lecturing about student-centred learning.

The problem is not hypocrisy but institutional inheritance.

Teacher educators are also products of educational systems.

Therefore, reform must extend upward through the teacher-education ecosystem.

The transition from behavioural to constructivist learning environments also creates challenges in classroom management.

Traditional teacher-centred classrooms often rely on physical arrangement, silence, teacher authority and predictable routines. Constructivist classrooms may involve movement, discussion, disagreement, collaboration and multiple simultaneous activities.

To an inexperienced teacher, this can look like disorder.

A teacher may therefore return to direct instruction because it feels easier to control.

This reveals an important misunderstanding.

A constructivist classroom is not an unstructured classroom.

It requires more sophisticated classroom management, not less.

The teacher must establish norms for dialogue, group work, questioning, listening and intellectual disagreement.

Students must understand that freedom does not mean the absence of responsibility.

The classroom requires structured autonomy.

This is particularly important in large Indian classrooms.

When a teacher has forty or fifty students, unstructured group activity can quickly become difficult to manage. Therefore, constructivist pedagogy in India must be adapted to local realities rather than copied mechanically from small-class international models.

A practical Indian constructivist classroom may require carefully structured peer instruction, rotating group roles, short inquiry cycles, think-pair-share activities, concept mapping, peer assessment and strategically designed questioning.

The objective is not to transform every lesson into a project.

The objective is to increase the amount of meaningful cognitive activity performed by learners.

Another major problem is curriculum overload.

Teachers often operate under pressure to complete large portions of the syllabus within limited time. Constructivist learning can initially appear slower because it involves discussion, exploration and reflection.

But this creates a false opposition between coverage and understanding.

Covering twenty chapters does not necessarily mean that twenty chapters have been learned.

A teacher may complete a syllabus while students retain fragmented information.

Constructivist pedagogy asks whether learners have developed transferable conceptual structures.

The challenge for teacher education is therefore to teach pedagogical efficiency, not simply pedagogical idealism.

Teachers need to know when direct instruction is appropriate, when inquiry is appropriate, when demonstration is appropriate and when collaborative learning is appropriate.

There is no single pedagogy that works for every learning objective.

A sophisticated teacher moves between approaches.

This is where contemporary educational psychology can provide a more nuanced framework than the simple opposition between behaviourism and constructivism.

Behavioural principles remain useful for foundational skills.

Cognitive load theory helps teachers understand the limitations of working memory.

Constructivism explains meaning-making and prior knowledge.

Social constructivism explains collaborative learning and cultural mediation.

Self-Determination Theory helps explain autonomy, competence and relatedness.

Self-Regulated Learning explains how learners plan, monitor and evaluate their own learning.

Metacognition explains how learners think about their thinking.

Achievement Goal Theory helps teachers understand mastery and performance orientations.

Universal Design for Learning provides principles for designing accessible learning environments.

The contemporary teacher therefore needs a theoretically plural educational psychology.

The objective should not be to declare one theory victorious.

It should be to determine which psychological principle is appropriate for which educational problem.

This is particularly important in teacher education because oversimplification can produce ideological pedagogy.

A teacher may conclude that “lecture is bad” and “activity is good.”

That is not educational psychology.

A well-designed lecture can be cognitively powerful.

A poorly designed activity can be educationally meaningless.

The relevant question is not whether students are physically active.

It is whether they are cognitively active.

This leads to one of the most important challenges of constructivist teacher education: the difference between activity and learning.

A classroom can be filled with colourful charts, group activities, posters and presentations while students remain conceptually confused.

Constructivist teaching must therefore be evidence-driven.

Teachers need to collect evidence of student thinking.

They can ask students to explain concepts in their own words.

They can use concept maps.

They can analyse common errors.

They can ask students to predict outcomes before an experiment.

They can use exit tickets.

They can ask students to justify answers.

They can compare alternative solutions.

Such practices transform assessment from a final judgement into formative diagnosis.

This connects to the concept of assessment for learning.

The purpose of assessment is not merely to determine whether learning has occurred.

It is also to determine what should happen next.

This is a major psychological shift.

Assessment becomes part of pedagogy rather than an event that occurs after pedagogy.

Another difficulty is parental expectation.

Parents often want visible evidence of achievement. Marks provide an easily understandable metric. A parent can compare 85 and 92 immediately.

Constructivist learning outcomes such as creativity, epistemic agency, metacognitive development and conceptual flexibility are more difficult to quantify.

This creates pressure on teachers to prioritise measurable short-term outcomes.

Schools therefore need to communicate constructivist learning to parents.

Parents need to understand why a child may spend time investigating a problem instead of memorising a page.

They need to understand why asking questions is not a sign of poor discipline.

They need to understand why mistakes can be educationally valuable.

Without parental understanding, innovative pedagogy may remain vulnerable to demands for conventional performance.

There is also a broader cultural challenge concerning the authority of the teacher.

In many educational contexts, the teacher is traditionally viewed as the primary source of legitimate knowledge. Constructivism changes this relationship.

Students can challenge an explanation.

They can propose alternative interpretations.

They can ask why.

They can disagree.

For some teachers, this may feel like a loss of authority.

But constructivism does not eliminate teacher authority.

It changes its basis.

The teacher's authority increasingly comes from disciplinary expertise, pedagogical judgement and the ability to create intellectually productive environments, rather than simply from controlling classroom speech.

This is a more demanding form of authority.

The teacher must know the subject deeply enough to anticipate misconceptions, design meaningful questions and recognise when a student's alternative explanation contains genuine insight.

Thus, constructivist pedagogy actually requires stronger teacher knowledge, not weaker teacher knowledge.

Another challenge is the digital transformation of education.

Teacher education programmes increasingly need to prepare teachers to work with digital platforms, learning analytics and generative artificial intelligence.

But simply adding technology to a traditional classroom does not create constructivism.

A teacher can use a smartboard to deliver exactly the same lecture previously delivered with chalk.

Technology then changes the medium, not the pedagogy.

The more important question is whether technology increases agency, inquiry, collaboration, feedback and knowledge construction.
